About the Author


No stranger to the construction industry, Jerome S. Arcaro served as an environmental compliance project manager for the US Navy for twenty-two years. He began with the Naval Facilities Engineering Command, Southern Division's Environmental Restoration Program Partnering initiative and went on to earn membership on multiple partnering teams. He has worked closely with senior management and staff from the Navy, US EPA, State Department of Environmental Protection, and contractors and citizens.

 Building on this foundation, Mr. Arcaro developed the Environmental Compliance Assessment, Training, and Tracking System (ECATTS(R)), a unique, cloud-based, job-specific environmental compliance training tool for achieving environmental compliance. This risk-minimizing reference tool has been used to resolve job site environmental issues before violations occur, and has produced very compelling results. Using Mr. Arcaro's tool, military bases worldwide have seen more than a 90 percent reduction of violations.
